Do I need council approval for landscaping or an outdoor room extension?

In New Zealand, most standard landscaping projects such as planting, laying pavers, or installing small fences, do not require council approval. However, if your plans involve structural elements like retaining walls over 1.5 metres, significant excavation or filling, altering stormwater drainage, or working near boundaries or waterways, building or resource consent may be required. When it comes to outdoor rooms or extensions, especially those that are roofed, enclosed, or attached to the main dwelling, building consent is almost always necessary. Additional approvals may also apply if the project affects site coverage, boundary setbacks, or if the property is in a special zoning area (such as coastal, heritage, or flood-prone zones).
